California offering $182 million in zero-emissions vouchers

By Becky Schultz06 June 2023

The California Air Resources Board (CARB) announced that $182 million has been allocated to the Clean Off-Road Equipment Voucher Incentive Program (CORE) as part of the Fiscal Year 2022-23 Funding Plan for Clean Transportation Incentives. The CORE project is intended to accelerate adoption of cleaner, commercially available off-road technologies by providing a streamlined path for fleets ready to purchase specific zero-emission equipment. It targets commercial-ready products that have not yet achieved a significant market foothold.

CORE provides vouchers to California purchasers and lessees of zero-emission off-road equipment on a first-come, first-served basis, with increased incentives for equipment located in disadvantaged communities and small businesses. CALSTART, the CORE project administrator, will open the 2022-23 funding on July 18, 2023, for eligible zero-emission off-road equipment vouchers purchased through approved dealers.

In addition, CARB is currently accepting OEM applications for the next funding lane of the FY 2022/23 heavy-duty segment of the California CORE project. Heavy-duty equipment manufacturers or dealers interested in participating are encouraged to submit applications by 5 p.m. PST on June 15, 2023. Applications submitted after the deadline will be accepted but review cannot be guaranteed before the Voucher Processing Center reopens.
